What are the loopholes to financial aid with drug convictions, and what would rule a person out indefinitely?

I am in washington state, have some drug-related felonies and a some possession of marijuana charges in Texas. How would i go about getting financial aid with a possession of a controlled substance, a delivery charge (selling), and 2 possession of marijuana charges? I have found that i could complete a drug rehabilitation program and submit to 2 unannounce urinalysises, but i have a feeling that there is always a catch 22 somewhere.
